Governance Structures

SALGA’s Governance Framework outlines the key roles and responsibilities that shape the organisation:

SALGA, rooted in its 2000 Constitution and the Organised Local Government Act 52 of 1997, provides a unified framework for representing and supporting local government. At its core, the framework promotes ethical and accountable leadership, guided by the Professionalisation Framework for Local Government. Its purpose is simple yet instrumental: to build capacity-driven leadership that ensures effective service delivery across all 257 municipalities in South Africa.

National Political Governing Bodies

They provide leadership, oversight, and policy direction at a national level, guiding governance and strengthening local government.

Provincial Political Governing Bodies

They coordinate, lead, and oversee governance at a provincial level, supporting and empowering municipalities.

SALGA Working Groups

These are specialised platforms where municipal representatives collaborate to shape policy, share solutions, and drive advocacy on local government priorities.

The objectives of SALGA's Governance Framework are to:

  • To clarify the roles and responsibilities of political and administrative governing bodies within SALGA.
  • To outline the mandating and reporting between national and provincial offices.

In line with its values, SALGA seeks to build an organisation which is:

  • Promotes equity and inclusivity
  • Promotes efficient and effective service delivery
  • Promotes subsidiary within the context of strategic alignment
  • Exercises a clear separation of powers between political and administrative structures
  • Comply with the current trends of Good Corporate Governance
  • Promotes administrative justice and Batho Pele principles
