Who We Are
The South African Local Government Association (SALGA) is the national voice of South Africa’s 257 municipalities. We promote their interests, drive transformation, and help shape the communities where people can live, work, and thrive.
Our story began at a defining moment in South Africa’s democratic journey. In 1996, during the historic National Summit for Organised Local Government in Durban, KwaZulu-Natal, SALGA was officially established. At that Summit, South Africa’s first democratically elected President, Nelson Mandela delivered an inspiring keynote address that marked the dawn of a new era. He declared,
“The establishment of the South African Local Government Association begins a new era. Congratulations on this achievement! You have a critical role to play in representing the interests of local government within the unfolding system of intergovernmental relations.”
Since that day, SALGA has stood as a foundation of co-operative governance, empowering municipalities to fulfil their mandates and build inclusive, resilient, and environmentally sustainable communities across our nation.
Impact
SALGA strengthens local government by providing specialised services, capacity building, shared learning, training, research, and advocacy. Through this support, municipalities are better equipped to deliver quality services and transform the lives of the people they serve.

Global Influence
SALGA’s influence extends well beyond South Africa’s borders. As an active member of United Cities and Local Governments (UCLG), the organisation contributes to shaping global conversations about the future of local government. Through this role, SALGA helps drive international dialogue, share best practices, and represent the interests of municipalities in worldwide forums. By participating in various global local government bodies, SALGA ensures that South Africa’s municipalities are part of the international movement for stronger, more responsive, and more innovative local governance.
2016 – Parks Tau
Elected President of the United Cities and Local Government (UCLG), leading global conversations on local governance.
2020 – Thembi Nkadimeng
Elected Chairperson of the Commonwealth Women in Local Government Network (ComWLG), amplifying the voice of women in governance.
2022 – Bheke Stofile
Elected as one of five Co-Presidents of UCLG, cementing SALGA’s reputation as a global force in local government advocacy.
