A vital two- day Local Labour Forum [LLF] training programme conducted by Amathole District Municipality (ADM) and the South African Local Government Association (SALGA) kicked off on 06 November 2024 in Mpekweni Resort under Ngqushwa Local Municipality

The programme brought together ADM councillors, management, staff, employees from all six local municipalities under the district's jurisdiction, as well as labour union representatives, underscoring a decisive commitment to enhancing local governance and operational effectiveness.

SALGA Senior Advisor for Municipal Capabilities, Mbulelo Yali spotlighted several significant challenges that the LLF must confront, including inadequate councillor attendance, failure to implement resolutions effectively, and a lack of understanding regarding the LLF's critical role.

This training was specifically devised to confront these issues directly, ensuring that all participants emerge with a robust understanding of LLF operations, mandates, and their essential contributions to local governance.

Yali stated unequivocally that the program aims to equip members with essential skills in interest-based bargaining, conflict resolution, and effective communication. LLFs must take an active stance in skills development planning, improving working conditions, and making impactful contributions to municipal planning.

The discussions on the first day were firmly focused on defining the LLF's scope and responsibilities regarding education, training initiatives, and working hours. Important topics, including COVID-19 allowances, emergency work payments, and overtime policies, were addressed thoughtfully and decisively, highlighting the urgency and relevance of these issues in advancing local governance. The programme was concluded on 07 November 2024.
