SALGA Mourns the Passing of Rio Nolutshungu, a Champion of Local Government

It is with profound sadness and heavy hearts that the South African Local Government Association (SALGA) announces the passing of Rio Nolutshungu, a dedicated and visionary leader who made an indelible mark in local government in South Africa. Following his hospitalization in May this year, Rio sadly succumbed to his illness on Friday, 06 September 2024.

SALGA lowers its flag in tribute to an exemplary leader, whose tireless efforts in governance, capacity building, and institutional development leave behind a legacy that will be cherished by many.
With a career spanning over 30 years, 21 dedicated to local government at management and executive levels, Rio made immeasurable contributions to the sector. He held numerous prestigious qualifications, including postgraduate certificates in Labour Law, Local Democracy, and Governance. Rio was a scholar, mentor, and Fellow of the International Training Institute (ILO).

Rio's professional expertise extended far beyond the academic sphere. His work encompassed key areas such as collective bargaining, labour relations, talent management, project management, and governance. As a thought leader in transformational change and organizational development within local government, he was instrumental in shaping both policy and practice. His achievements include leadership awards from both SALGA and the Nelson Mandela Bay Municipality, as well as recognition from the Ministers of Higher Education and Training, and Labour for his outstanding service to the LGSETA and the Essential Services Committee.

Prior to joining SALGA, Rio served as the Executive Director of Corporate Services at Nelson Mandela Bay Metropolitan Municipality, where he honed his skills in governance and leadership. Most recently, in his role as Chief Officer: Municipal Capabilities & Governance (MCG) at SALGA, he championed the strengthening of governance, leadership, and institutional capacity for developmental local government. This was evidenced when he led the establishment of the SALGA Centre for Leadership and Governance as well as the Integrated Councillor Induction Programme.

His guidance was pivotal in supporting sector stability, collective bargaining, and dispute resolution.
His passing coincides with the day his counterparts at the South African Local Government Bargaining Council (SALGBC) together with Organised Labour and SALGA concluded a historic five-year wage deal which he would have been proud to have spearheaded.

Rio's passing leaves an unfillable void not only within SALGA but also in the broader local government sector and in the lives of those fortunate enough to have known him. His life's work was dedicated to creating a more equitable and effective local government system, and his influence will continue to resonate for years to come.

We extend our deepest condolences to Rio's family, friends, and colleagues during this difficult time. SALGA celebrates the life and legacy of a remarkable man who embodied the spirit of service, leadership, and transformation. His impact on local government will remain a lasting testament to his vision, dedication, and integrity.
