A 5 Year focus: Achievements and Milestones of Dr Pixley ka Isaka Seme Local Municipality

The Minister of the Department of Co-operative Governance and Traditional Affairs (COGTA), Minister Dr Nkosazana Dlamini-Zuma, officially proclaimed the 1st of November 2021 as the day when South Africans will take to the polls to elect councils for all district, metropolitan and local municipalities in each of the country's nine provinces (Local Government Elections).

In response to this, SALGA is rolling out a Local Government Transition Campaign, which includes the following objectives:



Raise awareness about the constitutional objects and functioning of Local government

  • Local government providing effective and equitable service delivery

Promote responsible and accountable local government leadership

  • Local government is concerned about improving the lives of citizens through improved governance and delivery of services

Promote responsible citizenry

  • Encouraging participation in local government
  • Local government is everyone’s business

Create awareness of the role and purpose of SALGA

  • SALGA as the thought leader, protector and strategic disruptor of local government
  • SALGA working together with stakeholders for the betterment of the lives of South African Citizens
  • SALGA is an employer of choice


As the 4th term of the local government administration draws to an end, some of the milestones that have been achieved by Dr Pixley ka Isaka Seme Local Municipality include the following:

Developmental success
Some of the highlights include –

  • Outstanding working and decision making by Councillors and the administration.
  • Prioritised service delivery projects.
  • Sound financial and administrative management.
  • Community/business interaction.
  • Trained and motivated staff.
  • Realistic evaluation and implementation of projects through the municipal Integrated Development Plan.
  • Cost-effective municipal services.
  • Ongoing development of the local tourism potential.

Governance and Revenue
Good governance over the past 5 years has improved. Improvements to the billing system and financial management has been achieved. Through the municipality’s Revenue Enhancement Strategy and other financial improvements, collections have improved significantly. The municipality did not have to borrow funds on the open market. The municipality has opened an investment portfolio, does not have any Eskom debt and can implement projects within the budget.

The municipality is providing free basic services to households with a combined income below the income poverty threshold. Indigent households should constantly be reminded register and to also be informed why they should register.

Ward Achievements
Ward 1: The municipality has successfully completed the Vukuzakhe Clinic, electrification projects, Electrical station, and provided access to water.
Ward 2: The municipality has successfully completed the access road project in the ward, Water pipe and water meters were installed.
Ward 3: The municipality has successfully completed the road paving, Transformer and electrification projects were successfully completed.
Ward 4: The municipality has successfully completed the road paving, Road D281 to Daggaskraal is currently under construction, Boreholes project in the farm areas has been completed.
Ward 5: Wakkerstroom Community Health Centre has been successfully completed, Boreholes and Water pipe project has been completed, and Combo Court project has been completed.
Ward 6: Library and Creche in Perdekop has been completed, Roads and stormwater project has been completed, Toilet project and Court has been completed.
Ward 7: Community hall has been completed, Windmill and Boreholes project on the farms has been completed, Toilet project has been completed and Apollo’s have been mounted.
Ward 8: RDP houses have been built and handed over, Stadium has been renovated, Combo court and Toilets projects have been completed.
Ward 9: Paved access road has been completed, and toilet project has been completed.
Ward 10: Creche has been built, Jojo tanks have been supplied in the farm areas, access to water has been provided, and a Community Hall has been completed.
Ward 11: Community Health Centre has been completed, stadium has been renovated, as well as a Water plant project.
