SALGA and the National Forum for Black Public Administrators (NFBPA) sign MOU to formalise bond of existing friendship

The South African Local Government Association (SALGA) and the National Forum for Black Public Administrators (NFBPA) signed a Memorandum of Understanding (MOU) to formalise its cooperation agreement.

The NFBPA is a prestigious association dedicated to the advancement of black public leadership in local and state governments of the United States of America.

 South African municipalities are faced with an urgent need to improve the delivery of services to communities, more efficiency in the use of funding and better use of technology in supplying services. SALGA is increasingly looking to international best practices and lessons to improve the capacity of local government to meet these challenges, hence this partnership with the NFBPA.

The partnership has already been ongoing as in September 2019, through the success of one of SALGA’s capacity building initiatives, 20 municipal leaders drawn from various municipalities comprising of mayors, speakers, municipal managers, Chief Financial Officer’s and Chief Information Officer’s participated in the executive programme on Municipal Leadership and Innovation. The programme also included learning exchange experience from Silicon Valley technology companies like Facebook and Tesla, where 20 South African cohort spent two weeks as part of the Municipal Leadership and Innovation programme.

SALGA National Executive Member Cllr Jester Sidwell, who was also part of the Municipal Leadership and Innovation programme said: “The agreement is a significant milestone as we live in very demanding times where the local government requires us to think fast and provide solutions to the challenges the sector face.”

Cllr Sidwell said that “investing in partnerships that promote capacity building and professionalism is very important for SALGA, it is in this spirit that the organisation welcomes this collaboration with the National Forum for Black Public Administrators.” 

Representing the NFBPA, Rona Springfellow said she was proud to see so many women as beneficiaries of the programme. “Already, the National Forum for Black Public Administrators has contributed to one of SALGA’s capacity building initiatives in municipalities ahead,” Springfellow said. The two organisations commit to working together in pursuit of goals of mutual interest. Areas of collaboration include professional development; sharing of leading practices in leadership and management; exposure to innovation and research as well as facilitating city-to-city twinning arrangements.
