SALGA and the Eastern Cape Provincial Legislature sign Memorandum of Agreement (MOA)

Following several engagements between SALGA and the Eastern Cape Provincial Legislature, the two structures signed a Memorandum of Agreement early July to formalise local government’s participation in the provincial legislation. 

 The purpose of the MOA is to ensure that there is a formal relationship between the two structures to ensure that matters of local government find expression in the provincial legislature. This also means that the sector will have an influence on how these matters are debated upon and implemented.

 Helen Sauls August, Honourable Speaker of the provincial legislature extended a special invitation to speakers from municipalities to witness the signing ceremony.

 Mlibo Qhoboshiyane, Deputy Speaker of the legislature, marked the signing ceremony as a historical event. He said the agreement can also be extended to the daily operations, where learning and sharing platforms between these organisations can be created. “This MOA will be instrumental in ensuring that government will play an active role in changing the lives of citizens as local government is the nucleus of service delivery”,  Qhoboshiyane concluded.

Hon. Helen Sauls August congratulated and commended SALGA for the patience displayed during the time the MOA idea was initiated to now. She said, the organisation vigorously pursued the legislature for the signing of this agreement long before she became speaker of parliament. “The agreement will also ensure that issues of petitions that prove to be a challenge to attend to at times receive the necessary attention they deserve”, added Hon. August. 

 Provincial Executive Committee Chairperson, Cllr Mxolisi Koyo expressed his excitement over the fact that SALGA will be represented as well as play an instrumental role in the legislature. As the organisation has been tasked with the responsibility of lobbying and representing the interests of local government in various platforms. This MOA will ensure that the voice of local government is   heard in the provincial legislature. Cllr Koyo also took the opportunity to formally introduce the newly appointed PEC members to the speaker of the legislature.
