Consultation and Mandate Session on Collective Bargaining Matters

Posted: 13 June 2024

On the 13th of June 2024, SALGA consulted municipalities on the following issues before the National/Central Division of the SALGBC:

  • Review of the Main Collective Agreement (MCA).
  • COVID-19 Compensatory Framework for municipal employees in essential services who were on duty during the period of Lockdown.
  • Municipal Categorization (Grading) and Wage Curve; and
  • Review of Salary and Wage Collective Agreement.

"This session aims to consult the member municipalities to determine inputs that will be presented to the SALGBC" – Cllr. Busi Hlumbane, Chairperson (Municipal Capacity & Institutional Resilience (MCIR) Working Group)

The South African Local Government Association (SALGA) has, over the years, concluded various pieces of collective agreements at the National/Central Division of the South African Local Government Bargaining Council (SALGBC), amongst others:

  • The Main Collective Agreement (MCA).
  • Categorization and Job Evaluation Wage Curves Collective Agreement; and
  • Salary and Wage Collective Agreement.

The MCA expired in 2020, however, the agreement remains in force and effect until a new collective agreement is concluded, with the Salary and Wage Collective Agreement on its last leg of implementation ending 30 June 2024.

Over and above the abovementioned pieces of collective agreements concluded within the auspices of the National/Central Division of the SALGBC, parties at the SALGBC also embarked into negotiations on the review of the Municipal Categorization and Wage Curve and Compensatory Framework which is designed to benefit employees in essential services in municipalities who were on duty during the COVID-19 Lockdown period.
