The Month Ahead | November 2020

The day of Wednesday, November 1, 1995, saw South Africa embark on a journey that would pave the way for a democratic dispensation of local government. 

This step was concretized by millions of South Africans casting their ballots for the first time in a democratic local government election in November 1995 and early 1996.

An election that saw the ending of a fragmented, undemocratic, unaccountable and racially-based local government system, and the beginning of a modern democratic local government system with clear developmental objectives.

It is against this background that the South African Local Government Association (SALGA) celebrates 25 years of local government this month. 

Throughout the month of November, SALGA will be reflecting on the events that shaped the path towards the first local government elections held on the 1st of November 1995 as well as the first democratic local government elections held on the 5th of December 2000. 

The 25 year celebrations of local government in South Africa, which was marked by the local government election in 2000, when the current local government system was established, will be officially observed on November 25 and 26 through a 25 Years of Local Government virtual conference.
A review of the lessons learned from these periods in order to craft a path forward for local government, will also top SALGA’s agenda.

Provincial Members Assembly (PMA)
Provincial members will convene from this month for the Provincial Members Assembly. During these gatherings, members will:  

  • Act in accordance with the directions of the Provincial Conference;
  • Adopt SALGA’s programme of action, business plan and the budget of SALGA as approved by the National Executive Committee;
  • Consider reports from the working groups and oversight bodies; and
  • Deal with any other issues emanating from the provisions of the SALGA constitution.

Calendar themes for November:
South Africa commemorates National Disability Rights Awareness Month annually between 3 November and 3 December. 3 December is the International Day of Persons with Disabilities, and is also commemorated as National Disability Rights Awareness Day.

The month-long campaign carries weekly sub-themes which are reflected in the Medium Term Strategic Framework (2019-2024) of government. The following sub-themes are intended to focus conversations on priority areas identified by the disability sector, which also link to the seven priorities of government:
Within the framework of the Second Industrial Development Decade for Africa, the United Nations General Assembly proclaimed 20 November as Africa Industrialisation Day (resolution 44/237 of 22 December 1989).

The day is intended to mobilise the commitment of the international community to the industrialisation of Africa. It also serves as a reminder that more than 30 of the world's 48 least developed countries are located in Africa.

The 16 Days of Activism for No Violence against Women and Children Campaign (16 Days Campaign) is a United Nations campaign which takes place annually from 25 November (International Day of No Violence against Women) to 10 December (International Human Rights Day).
