SALGA and the South African Human Rights Commission to strengthen the promotion and protection of human rights in local government

Day two of the Council of Mayors kick-started at the City of Cape Town Council Chambers today, 07 February 2019. First, on the agenda, SALGA and the South African Human Rights Commission (SAHRC) signed a Memorandum of Agreement (MoA) to build and sustain relations in local government.

The SAHRC is established to support constitutional democracy. It is committed to promoting respect for observance of and protection of human rights for everyone. “Without strategic partnerships, it is very difficult to join hands and carry our mandate in local government,” expresses Advocate Mohamed Shafie Ameermia. Therefore, the collaborative partnership will to:

  • Support and guide the implementation of programmes of mutual interest as identified by the two parties;
  • Advocate for the respect for, advancement and attainment of human rights;
  • Strengthen and monitor measures taken by the local government towards the realisation of the rights in the Bill of Rights; and
  • Collaborate on areas of common interest.

SALGA being the ‘voice of local government’ that inspires service delivery will, amongst others, coordinate the participation of Councillors in training and advocacy work (i.e. Mayors and MMCs). The organisation will further facilitate local government responses to information requests and share available municipal data upon request.

In addition, if municipal workers feel that their rights are being violated, SALGA and the SAHRC will collaborate to find resolutions of identified complaints about the protection of human rights at the local government level.

Moreover, the SAHRC commits to review and provide advice with respect to identified municipal policies aimed at promoting human rights on request; identify, monitor and assess municipalities’ observance of human rights; thus, initiate engagements and interventions on the observance of human rights by municipalities.

Accordingly, the MoA will ensure that the partnership between SALGA and the SAHRC is effectively sustained through the development and implementation of programmes. It will also strengthen the promotion and protection of human rights in local government
